“Downtown Rutland has long served as the civic and cultural heart of the region. Today, it faces both significant challenges and promising opportunities. As housing and market dynamics shift in Vermont and across the country, demand continues to grow for compact, walkable communities where people can access daily needs, job opportunities, services, and transit. The Rutland Transit Oriented Development (TOD) Plan embraces these changes and positions the City to take advantage of key redevelopment opportunities, meet the needs of its residents, and continue the Rutland’s downtown momentum into the City’s future.

Transit-Oriented Development (TOD) aligns housing, jobs, services, and mobility options to create vibrant, livable, and economically resilient communities. For Rutland, this approach represents both a continuation of its downtown legacy and an opportunity to strategically guide growth toward a more connected, mixed-use urban center. The plan builds upon decades of investment in the city’s historic core, while introducing tools and strategies that respond to modern economic conditions and housing goals.” (Downtown Rutland Transit-oriented Development Plan, 2026)

This report was finalized in May 2026 by Stantec with the guidance and support of the Rutland Regional Planning Commission, the City of Rutland Planning Department, Rutland Redevelopment Authority, and Chittenden County Regional Planning Commission.

The meeting will feature presentations from outside experts who will share information, ideas, and perspectives to help educate Committee members, the Board of Aldermen, and the public about potential opportunities for the plaza and its future.

This meeting is open to the public and will provide an opportunity to learn more about the work being considered and hear the perspectives of the presenters as the community looks toward future planning and development.
