Construction updates
UPDATE OCTOBER 28, 2025
Rutland City voters overwhelmingly approved the TIF bond on October 7th. They have paved the way for much-needed infrastructure improvements and new economic development downtown.
WHAT IS NEXT:
There are two parallel planning processes underway:
Hotel - led by the developer
Infrastructure work - managed by the City for related infrastructure work, including water, sewer, and stormwater improvements.
Both teams are working in close coordination to ensure that every phase moves forward efficiently and with minimal disruption for nearby residents, businesses, and visitors.
HOTEL SITE PREP
Early November 2025:
The demolition of the former Rutland Herald Newsroom at 33 Wales Street will get underway.
Sidewalk access in front of the building will be closed for safety.
Green Mountain Power will relocate power lines across Wales Street
Fencing will be installed along the property line of the “Pit” to prepare for upcoming site work.
January 2026:
Once the above steps are in place, soil excavation and remediation will begin, with that phase expected to be completed by the end of January.
Late Spring 2026:
Vertical construction of the new hotel is anticipated to begin later in the spring.
INFRASTRUCTURE DESIGN & CONSTRUCTION PLANNING
While site work is underway for the new hotel, the City is working with its engineering team to finalize design elements and prepare for construction of the major infrastructure projects that make this new development feasible: water, stormwater and wastewater improvements. Once those are in place, construction will begin in the summer of 2026.
PARKING, SIDEWALKS & TRAFFIC PATTERN CHANGES
Safety of residents, visitors, and construction workers is a top priority. As work progresses, there will be temporary changes to parking, sidewalk access, and traffic patterns near the project site. Parking and sidewalk access along Wales and Center Streets will remain open for as long as possible; however, when those areas are restricted, use of the Center Street parking garage is highly encouraged.
STAY INFORMED
Conveying information about vehicle and pedestrian detours or interruptions is a shared effort. Follow updates from the Downtown Rutland Partnership, the Rutland Redevelopment Authority, and Rutland 360 on their websites and Facebook pages.
Downtown Community Meetings on Construction
The Downtown Rutland Partnership (DRP) and the Chamber and Economic Development of the Rutland Region (CEDRR) are co-hosting these meetings to provide the Downtown Rutland business community with updates on construction including the downtown hotel project, infrastructure work, Center Street streetscape design, and construction communications.

Projects
Downtown hotel + Living project
The Downtown Hotel + Living Project will complete the Center Street block at Center & Wales with a seven-story building providing 99 hotel rooms under a name-brand hotel chain, while also incorporating 26 new market-rate apartments on the 5th and 6th floors. A restaurant, bar, and roof-top bar will complete the on-site amenities. The City of Rutland has been working collaboratively with the project’s development team for over two years to bring this to fruition.

Center and Wales Street in Downtown Rutland will receive much-needed infrastructure upgrades, including water, sewer, stormwater, and buried electrical systems.
Streetscape redesign
Once the Downtown Infrastructure work is completed, a new streetscape design will be implemented on Center Street. Design proposals will be developed and presented for input at public meetings, with dates to be determined.

Downtown Rutland is lucky to have numerous parking options available for the public. During the height of the construction in the summer of 2026, the Downtown Rutland Partnership is working on ways to encourage parking in the LAZ Parking Garage which offers direct access to Center Street and Merchants Row.
